The United States Postal Service was originally called the US Post Office Department. Under its original name it was managed and owned by the US Government. It is also known as Post Office, US Mail, or Postal Service, which is commonly shortened to USPS. The company is an independent agency of the federal government of the USA responsible for the country’s postal services. It was one of the few agencies specifically named and authorised in the US Constitution. In 1775, Benjamin Franklin was appointed the first postmaster general of the USPS at the Second Continental Congress. But it was only in 1792 that a cabinet post was created for the Post Office Department which was made responsible for the organisation originally run by Franklin. In 1972, the Postal Reorganization Act changed it into the the company that we know today. In 2015, the company had over six hundred thousand workers and used over two hundred thousand vehicles. Thus, the company owns the biggest fleet of vehicles in the world, apart from the military. All American citizens have an enshrined constitutional right to use USPS at a set price and quality irrespective of their local geography. The USPS has an exclusive right to access any letter containers designated “U.S. Mail” as well as personal mail boxes. USPS competes with many large and small private courier companies. These included smaller companies (such as Aerospeed Couriers) and bigger package delivery companies like FedEx, United Parcel Services (UPS), not to be confused with USPS. Despite competition from these and other companies, since the 1980s, the US government has not directly subsidised USPS. In 2006, the company had its largest turnover, which dropped sharply in the downturn that followed shortly afterward. As a result the USPS began to look for other sources of funding and began cost-cutting measures to reduce its deficit. Also in 2006, the US government enacted a law by which $5.5 billion per annum was paid to cover employee retirement.
